Why does the bit rate change every time I save a file?

During a normal save, the bit rate saved could be lower than the specified bit rate because Sound Studio calculates the average bit rate over the file and not the nominal bit rate. To preserve the bit rate, use the Save As command to specify the bit rate you want.
